Ethiopia is a target environment rather than a source of cybercrime: it ranks 87th on the World Cybercrime Index 2024 on just two expert nominations, and only 21.9 per cent of its population was online in 2024. Kaspersky has documented both Chinese-speaking and Iran-nexus espionage against Ethiopian organisations, compromising internet-facing Microsoft Exchange servers in 2021 and, in 2026, using fake-job lures to reach fintech, aviation and aerospace staff.
