Malta — Cyber Threat Profile

Malta operates one of the more mature cybersecurity frameworks among small EU states. The Malta Information Technology Agency (MITA) serves as both the national CERT and National Cybersecurity Coordination Centre, overseeing incident response, threat intelligence, and EU regulatory alignment including NIS2 and DORA. In June 2025, under Malta's Presidency of the Council of Europe, the government called for expanded international cooperation at the Octopus Conference and ratified the First Additional Protocol to the Budapest Convention. Active threat vectors include business email compromise, deepfakes, identity theft, and AI-driven fraud, particularly targeting the financial services and iGaming sectors.
