Myanmar — Cyber Threat Profile

Myanmar's cyber landscape remains dominated by industrial-scale scam operations along its borders rather than defensive cybersecurity. The military government's crackdown intensified through 2025: an October 2025 raid on the KK Park compound detained 2,198 people and seized 30 Starlink receivers, part of a campaign that had repatriated more than 70,000 foreign nationals to 54 countries by December 2025, when authorities created a Central Supervisory Committee on Combating Telecom Fraud and Online Gambling. Despite this, a rights group reported more than 5,300 people still held in scam centres near the Thai border as of June 2026. Separately, the China-linked group Mustang Panda was reported in April 2025 to have targeted an unspecified organization in Myanmar with updated TONESHELL and new StarProxy tooling plus an EDR-evasion driver.
