Zimbabwe's ICT ministry says it is finalizing a National Cybersecurity Strategy 2026-2030, alongside a near-complete National Security Operations Centre and the establishment of a Computer Incident Response Team. The government aims to train 10,000 cybersecurity professionals and is drafting legislation against AI-enabled fraud such as deepfakes, after officials said mobile money fraud exceeds $30 million annually and phishing attacks have risen more than 40%. Check Point's April 2025 Global Threat Index ranked Zimbabwe the third most-targeted country globally, with an 85% Normalized Risk Index.
