Mayotte — Cyber Threat Profile

Mayotte is a French overseas department — departmentalisation took effect on 31 March 2011 — and its cyber posture is set nationally: CERT-FR, the French national and governmental CERT, operates under ANSSI within the Prime Minister's SGDSN. ANSSI's territorial CSIRT network, created out of the 2021 France Relance plan to place responders closer to entities in their territories, lists Réunion and Nouvelle-Calédonie but has no entry for Mayotte. Regional awareness work is relayed by the Observatoire de la cybersécurité de l'Océan Indien, an association launched in October 2023 whose advice local media pass on to Mahorais readers. Legislation is likewise national and still unfinished: France missed the EU's 17 October 2024 NIS2 transposition deadline, and the projet de loi relatif à la résilience des infrastructures critiques et au renforcement de la cybersécurité was adopted by the Senate on 11–12 March 2025 and cleared an Assembly special-committee vote on 10 September 2025, with NIS2 taking effect in France only once all the transposition texts have been promulgated. Exposure runs through shared national systems: France Info reported in August 2026 that Mayotte is not spared the wave of cyberattacks then hitting French public services, pointing to an April theft of data on several million pupils via ÉduConnect — a national service the territory uses, so local pupils may be among the victims — and a late-June extraction of taxpayer and business records. Locally, the Centre hospitalier de Mayotte was reported in April 2021 to face no fewer than 400 cyberattacks a month. Physical infrastructure is a further constraint: the 400 km FLY-LION3 submarine cable, which made landfall in Mayotte in February 2019, connects Moroni (Grande Comore) to Mamoudzou and interconnects with the existing LION2 and EASSy cables; and Cyclone Chido destroyed around ten of operator Only's 54 mobile sites in December 2024, with restoration gated on access to damaged sites and re-establishment of the electricity grid.
