Yemen — Cyber Threat Profile

Yemen's internet is contested between rival administrations. In April 2025, Houthi authorities in Sana'a ordered residents to surrender Starlink terminals by 1 May or face confiscation and legal action, part of a campaign against the satellite service the internationally recognized government adopted in 2024 to bypass Houthi-controlled networks. On 19 August 2025, a group calling itself S4uD1Pwnz claimed an attack on the Houthi-run Red Sea Ports Authority in Hodeidah, disrupting port systems and saying it had obtained records on over 33,000 maritime voyages. Houthi-aligned OilAlpha and GuardZoo spyware operations have targeted aid workers and regional militaries.
