Samoa — Cyber Threat Profile

SamCERT, under the Ministry of Communications and Information Technology, coordinates national incident response and participates in PaCSON and APCERT. A National Cybersecurity Strategy 2025 to 2030 underwent stakeholder validation in June 2025. Samoa hosted the 2024 Commonwealth Heads of Government Meeting, prompting a dedicated CHOGM cyber and ICT security team supported by CERT NZ. Threat hunting training was delivered in February 2025 with support from NRD Cyber Security. Public awareness campaigns are active but reach and technical capacity remain limited. The country depends significantly on New Zealand and Australian bilateral assistance.
