Vatican City — Cyber Threat Profile
The Vatican has one of the most critically underdeveloped cybersecurity postures of any sovereign entity, rated in the ITU 2024 Global Cybersecurity Index's worst tier alongside Afghanistan and Yemen. There is no appointed CISO, no national cybersecurity strategy, no dedicated policy unit, no threat analysis function, and no formal CERT, though a partnership with AI firm Cyber Eagle announced in June 2025 aims to establish one. The 110-member volunteer group Vatican Cyber Volunteers serves as the de facto defense force, funded by donations.- Data protection authority: Data Protection Officer (President of the Vatican Council of State) (source: CNIL)
