Uganda's cybersecurity posture is improving but faces serious structural gaps. CERT-UG/CC, managed by NITA-U, coordinates government incident response, and the Bank of Uganda issued mandatory cybersecurity and technology risk management frameworks for all supervised financial institutions effective December 2024. A confirmed 2024 attack saw cybercriminals steal close to USD 17 million from the central bank. Uganda ranks among Africa's top nations for fraud incidence, and reported cybercrime surged 50% between 2021 and 2022. The Uganda Communications Commission established a Digital and Mobile Forensics Laboratory to support investigation capacity.
