Uganda — Cyber Threat Profile

Uganda's national CERT-UG/CC, run by NITA-U, coordinates government incident response, while a separate sector CERT under the Uganda Communications Commission reported malware infections in the communications sector falling from roughly 1.59 million in 2024 to 1.41 million in 2025, though the sector still rates only "basic" security. Investigators arrested Uganda's Accountant General and eight other officials in 2025 over an alleged insider scheme behind the 2024 diversion of about $17 million from the central bank; more than half the funds have since been recovered. In March 2026, Uganda's Constitutional Court annulled the Computer Misuse (Amendment) Act, 2022 on procedural grounds, voiding provisions that had been used against journalists and human rights defenders.
