Tuvalu is pursuing a "Digital Tuvalu" strategy to preserve national sovereignty and cultural heritage in the event climate change renders the physical islands uninhabitable, creating a unique and acute cybersecurity risk profile. The initiative involves digitizing government records, land titles, and cultural archives, all of which become extremely high-value targets with minimal protection. Tuvalu has only one self-funded cybersecurity initiative, with four additional programs funded externally through the Oceania Cybersecurity Center, Pacific Cyber Security Operational Network, UNDP, and Get Safe Online. No operational CERT exists. China's documented targeting of Pacific Island digital infrastructure represents the primary strategic threat.
