Timor-Leste — Cyber Threat Profile
Timor-Leste moved from planning to institution-building in 2025-2026. An Interministerial Cybersecurity Group formed in October 2025 to protect critical systems, including the new Timor-Leste South Submarine Cable, was replaced on 6 August 2026 by an Interministerial Committee on Cybersecurity and Digitalisation of State Services. Days earlier, on 31 July 2026, government submitted a legislative package to Parliament covering a National Cybersecurity Strategy, a cyberspace security law, a digital services framework and cybercrime procedure. On 5 August 2026 the Council of Ministers separately approved an Integrated National Plan (2026-2031) against transnational online scam and human-trafficking networks.
