Tajikistan ranks among the most cyber-insecure countries globally in comparative indices, with the highest rates of banking malware and cryptominer infections recorded by Kaspersky. No mature national CERT exists and cybersecurity legislation is fragmented. Russian state-sponsored hackers conducted a confirmed espionage campaign against educational, government, and research institutions in Tajikistan in May 2025, deploying file-based malware via HTML applications.
