Togo is one of West Africa's strongest cybersecurity performers, ranked in the Advancing tier of the ITU 2024 Global Cybersecurity Index, alongside South Africa, Zambia, and Benin. A public-private partnership model anchors the national approach: the Cyber Defense Africa SAS was established through PPP and the African Cybersecurity Centre through cooperative frameworks.
