Chad — Cyber Threat Profile

Chad reformed its national cybersecurity agency, ANSICE, via a presidential ordinance the Senate ratified on March 13, 2026. The reform expands ANSICE's mandate beyond electronic certification to cover data protection, cybercrime prevention, video surveillance, drone oversight, and social-media and AI governance, with stronger investigative and sanctioning powers. It follows years of limited progress: the ITU's 2024 Global Cybersecurity Index placed Chad in Tier 4, its second-lowest band. A national Digital Code meant to align data-protection and cybersecurity rules with international standards has been in development since December 2025.
