Syria — Cyber Threat Profile

Syria's cyber environment reflects its post-conflict fragility. Under Assad, the Syrian Electronic Army conducted espionage and disruption operations globally on regime behalf. Following Assad's fall in December 2024, a June 2025 coordinated cyberattack targeted government websites and social media, attributed to regime remnants. With digital forensic capabilities near-zero and 14 years of civil war leaving infrastructure degraded, the new government signed a cooperation agreement with Saudi firm Cypher in July 2025 to begin rebuilding. Syria exists within an active regional cyber battlefield involving Israel, Iran, Turkey, Russia, and Gulf states.
