Somalia — Cyber Threat Profile

Somalia is in the early stages of building a national cybersecurity architecture. A national cybersecurity strategy has been drafted, a CERT readiness review completed, and in 2025 the Cabinet approved a Cybercrime Bill criminalising hacking, phishing, identity theft, and ransomware. Despite this progress, no fully operational CERT exists and institutional response capacity is minimal. The digital banking sector faces mobile money phishing at scale, and the government acknowledges its national data is easily compromised. Persistent insecurity from Al-Shabaab and ISIL-Somalia elements creates an environment where cyber and information operations intersect with kinetic threats.
