Senegal — Cyber Threat Profile

Senegal suffered two major state breaches in 2025-2026. In October 2025, tax authority DGID was hit by extortion group Black Shrantac, with roughly 1TB stolen and a $10 million ransom demand. In January 2026, the Directorate of File Automation, which issues national IDs, was breached by the Green Blood Group, exposing biometric and immigration records and temporarily suspending the office's operations. The Public Treasury and Court of Auditors reported further intrusions in May and June 2026. In response, the government submitted a cybersecurity bill to the National Assembly on August 13, 2026, creating a national cybersecurity authority, a national CERT, and sector-specific CERTs.
