Solomon Islands — Cyber Threat Profile

The Solomon Islands has very limited cybersecurity capacity with no enacted cybersecurity legislation and no operational CERT. The country participates in the Pacific Cyber Security Operational Network and benefits from Australian-led capacity building programs. Internet access remains low, concentrated in urban centers and increasingly delivered via submarine cables, whose disruption would be nationally significant. The government's digital services expansion is not matched by protective investment. In January 2025, UN Women deployed digital security training targeting women-led civil society organizations, reflecting how basic cyber hygiene remains largely unaddressed across institutions. Chinese infrastructure investment in the country creates ongoing data sovereignty concerns.
