Mali has among the weakest cybersecurity capacities in West Africa, ranked Tier 4 of 5 by ITU in 2024, with technical measures scoring just 4.56 out of 20. High-profile breaches include the alleged Russian criminal compromise of 312,000 taxpayer records from the General Directorate of Taxes in 2022 and a major 2023 attack on Bank of Africa Mali. Russian-linked disinformation and hybrid operations are active in-country, supporting the military junta and undermining Western narratives. Government institutions face persistent intrusions with minimal defensive capacity. In December 2025, the government adopted its first coordinated National Cybersecurity Strategy covering 2026 to 2030.
