North Macedonia — Cyber Threat Profile

North Macedonia adopted a National Cybersecurity Strategy 2025-2028 and, since 1 January 2026, enforces the Security of Network and Information Systems Act, transposing the EU's NIS2 Directive. The Ministry of Digital Transformation created a dedicated Cyber Security Sector and launched a new Government CSIRT, MKD-GOV-CSIRT, alongside the existing national CERT, MKD-CIRT, dividing incident response between executive-branch bodies and other essential or important entities. Regulated organizations must appoint security officers, report incidents within strict NIS2 timelines, and face fines of up to 2% of annual turnover for noncompliance.
