Madagascar — Cyber Threat Profile

Madagascar sits in Tier 4 of the ITU 2024 Global Cybersecurity Index, signalling significant deficiencies in technical infrastructure, institutional coordination, talent development, and international cooperation. Internet penetration remains around 20%, but the expanding mobile base is outpacing protective capacity. A national cybersecurity body was established in 2023 and a foundational cybersecurity law dates to 2014. In 2025 the government launched a formal process to draft a new national cybersecurity strategy, aiming for completion within three months. Madagascar also ratified the AU Malabo Convention in 2024. No fully operational CERT exists.
