Montenegro's 2022 breach, a ransomware-and-DDoS campaign that Montenegro's Agency for National Security blamed on Russia, knocked out systems at the ministries of defense, finance, and the interior, prompting Montenegro to call in an FBI cybersecurity team alongside NATO technical assistance. The country's National Cyber Security Index score has since climbed to 78.33/100 (48th globally) as of the index's March 2026 update. Montenegro's new Cybersecurity Agency, created under its Law on Information Security, is now operational: it opened its first cycle of compliance supervision over essential and important entities in July 2026 and has begun issuing public phishing warnings. EU accession remains a driver of Montenegro's cybersecurity reform agenda.
