Lithuania is one of the most cyber-mature states in the region, having absorbed sustained Russian hybrid operations including DDoS attacks, disinformation campaigns, and intrusions targeting government and energy infrastructure. The National Cyber Security Centre (NCSC) is well-resourced and operationally active. Lithuania is a strong contributor to NATO cyber defense initiatives and hosts regional cyber exercises.
