Lesotho maintains a very limited cybersecurity capability, constrained by geography, economic underdevelopment, and near-total dependence on South Africa for connectivity and technical expertise. No dedicated national CERT exists. The financial sector, including mobile banking, is the primary target for fraud and social engineering attacks. Government networks operate with minimal security controls and irregular patching cycles. Cybercrime legislation is in early stages. The Lesotho Communications Authority has begun developing a national cyber policy framework, but implementation progress is slow. Regional cooperation through SADC provides the primary external support mechanism.
