Liberia has one of the weakest cybersecurity postures in West Africa, with minimal infrastructure, a nascent legal framework, and no fully operational national CERT. Internet penetration is growing through mobile networks, expanding the attack surface faster than defensive capacity can develop. Mobile money platforms are the most targeted sector, facing fraud and SIM-swapping attacks. Government institutions operate with outdated systems and limited IT security awareness. Cybercrime legislation remains incomplete and poorly enforced. Liberia benefits marginally from ECOWAS regional cybersecurity initiatives and international donor programs.
