Cuba's cyberspace remains under centralized state control. A 2021 decree-law lets the Ministry of Communications' Office of Security for Computer Networks treat online criticism of the government as a cybersecurity incident, and a Social Communication Law took effect in October 2024, adding government "inspectors" and new criminal penalties for online speech; a critical Facebook post drew a five-year prison sentence in January 2025. Freedom House scored Cuba's internet 21/100 ("Not Free") in 2025, essentially unchanged from 2024. Three separate national power-grid collapses in March 2026 alone cut internet traffic by up to 77 percent island-wide.
