Côte d'Ivoire — Cyber Threat Profile

Côte d'Ivoire created ANSSI, its national cybersecurity agency, by decree on 30 October 2024 and launched its operations on 11 February 2025. On 23 July 2026, ANSSI convened public and private stakeholders to evaluate the 2021-2025 national cybersecurity strategy and examine a draft 2026-2030 successor. The following day it announced the operational launch of a national public-key infrastructure for electronic signatures. Financial platforms remain a leading target: payment processor CinetPay lost over $1 million in September 2025 to a fraud scheme that moved funds to mobile money accounts across Côte d'Ivoire, Togo, and Burkina Faso.
