Bermuda — Cyber Threat Profile

Bermuda, a British Overseas Territory and global reinsurance hub — the largest supplier of catastrophe reinsurance to US insurers — faces concentrated financial-sector cyber risk. A September 2023 attack that Premier David Burt attributed to Russia-based actors knocked out government internet, email and phone services island-wide. The Cybersecurity Act 2024 created a National Cybersecurity Unit within the Ministry of National Security to run the National Cybersecurity Incident Response Team (NCIRT), which launched Bermuda's first national cyber risk assessment in May 2026. PIPA breach-notification duties took full effect on 1 January 2025, alongside BMA operational cyber risk codes for insurers, banks and digital-asset businesses. The 2016 Appleby hack that yielded the Paradise Papers and leak-site listings by Cl0p, SafePay and 8Base since 2024 underscore ongoing criminal targeting.
