United States — Cyber Threat Profile
The United States is the world's primary target and most capable cyber actor simultaneously. The defining threat of 2024 to 2025 was China's Salt Typhoon campaign, which compromised at least nine major telecommunications providers, breached lawful wiretapping infrastructure, and accessed communications of senior government officials and political figures for up to two years undetected. Simultaneously, Volt Typhoon pre-positioned inside critical infrastructure including energy, water, and transportation for potential future disruption. The Treasury Department was breached via a third-party vendor in December 2024. CISA triaged over 30,000 incidents in 2025 and published over 1,600 security products.
